The state gives out licenses for psychics ( whether real or fake, does not matter) to do businesses. It’s usually based on a criminal check and back ground check.
Psychics will get their licenses taken away only if their clients complaint or sue them for fraudulence. This is the only flitration system the state has against fake psychics.
I know a psychic who has maintained her license for over 20 years with no complaints and you compare her with those who just go their license or have not license working out of their homes and apartments.
Your state does the licensing.
Why wouldn’t it be another psychic?
I think, though, as has already been said, that the state does it.
